Briscoe Cain is a pretty sharp lawyer, so my expectation is he knows he's well within the law, this not being his first political / publicity stunt.  I expect he already has his speech for the secret service guys who are obliged to visit him.

We'll see.

He is simply stating to Hoto Odork that he has his AR ready to turn over just as soon as Hoto gets the law passed.
I fail to see anything close to a threat.

Stop reading between the lines and judge the statement in the context which it was stated.

Hoto stated he was coning for our ARs.

Cain replied he had his ready to hand over.

Simple.

In today's world, it sounds like a veiled threat to me. He should have phrased it differently. He probably meant it as a retort.
