Very interesting article on the health of all cities in the US over 200K population.
(I'm happy to say that Plano is in the best shape of any Texas city of size :)  )

http://www.thefiscaltimes.com/2017/01/09/How-Strong-Are-Your-Citys-Finances-116-US-Cities-Ranked

So with diatribe that will upset Ship, take a look at the list of 116 cities.  What are the biggest commonalities of the cities at the top in good shape?  What are the biggest commonalities of the cities on the bottom in bad shape?

I'm glad to live in Texas and Plano.
Higher scores are better where a score of 75 gets you in the top 36 /116 cities and 49 gets you in the bottom 13/116 cities.

Plano   Texas   81
Arlington   Texas   75
Irving   Texas   75
Fort Worth   Texas   65
San AntonioTexas   65
Laredo   Texas   63
Lubbock   Texas   62
Corpus Christi Texas   61
Garland   Texas   60
Austin   Texas   55
Dallas   Texas   49
Houston   Texas   49
El Paso   Texas   42

grew up and lived (home of record) in Glendale, kalif (#6) for almost 40 years - was a much better place "then"

I believe that (perceived) property values weight of 10% is the primary reason why 1-6 are kalif towns
