Smart move for Qatar.  That's how the wealthier Middle East countries do diplomacy.  Donate a little money here, there, and everywhere very subtly, something comes up, you've got a friend / advocate.  And while foreign countries are restricted from lobbying, they can pay for parks, keeping subways and busses open and related areas, and you can bet councilman Evans and others will make a call on behalf of Qatar.
