Using Safari "sometimes" on my iPhone, the like button doesn't work, but graphic layout shows, or, I get text only.
Today it's is working fine.
Only happens here.

Sounds like an Apple problem specifically...I unfortunately run across many in my work.

I have the same issue, iPhone or the iPad same issues, today it's ok.
I call my AR-15 Anne; she's pretty and likes to accessorize. My AK-47 is known as Frank, he won't stop no matter how dirty he is. Oh and when the gov't comes look'n for 'em, they be hid'n in the attic!

Did you upgrade your iPhone to iOS 10.2.1?

I've been on 10.2.1 for a while, but this restarted this morning.

Safari on my Mac is fine.

OK,
It happened to me last night. 

Make sure you close safari,
Go to settings,
Select Safari,
Scroll down and clear the history and website data

Page returned to normal for me.
In Texas, "He needed killin' " is a defense to prosecution.

Page returned to normal for me.

And you double clicked the button at the bottom (home button) and swiped the apps closed, including safari before you did it?

I had also turned the pop up blockers OFF in the previous post.
I repeated your instructions and went back and turned them ON and it's ok again.
