My first thought reading the line "Continued inaction poses significant litigation and reputation risks to ATF." My reaction: "HA. You're reputation with us was already in the toilet to begin with, you sweaty bastards!"

I agree that a standardized reference point would be useful, but not if it turns around and gets filled with more poorly worded BS. Still, I guess it's better than nothing.
